Pretty sure it is a valve that is activated electronically in the cabin that allows the exhaust gas to fully bypass the mufflers. That's why there is a thrid pipe with a flange on it. The valve is in the flange

There's like 500 welds to put it together!

This just in pipe benders have invented.
