Scanner just picks up police radio frequencies, so you can hear the pigs yapping. Will give no indication of their proximity to you unless they state their location in their conversation. Only useful if you're planning a bank heist.
No such thing as a radar jammer. There are laser jammers though for LIDAR.
Radar detectors that do not explicitly state they are undetectable WILL BE DETECTED by the SpectreIV radar detector detectors that police in Ontario run. The radar detector works by a superheterodyne receiver, which has a local oscillator that emits certain frequencies, which, unless they are shielded by the construction of the detector, will be picked up by the police RDD.
