Even an eccentric bolt is smaller diameter than stock. Only the lobe itself is 14/16mm (depending on the hole). It's the clamping force that holds it together, not the girth of the bolt shank.

It depends. The lower bolt is 14mm. The upper bolt threads are 14mm with a fat shoulder (as shown in the video) which is 16mm. So according to the service manual (and to stay within stock class rules) you put a lower bolt in the upper hole and now you have some play (adjustment).
If you put a new 14mm bolt in the lower hole, that's exactly the same as the bolt that was removed. Just loosening both stock bolts, applying some pressure to the disc like they did in the video, and tightening back down will give you a tiny bit of play/adjustment.
Depending on the eccentric bolt, it could go in either one. I got an Eibach kit that is meant to replace a 14mm bolt, so it went in the lower hole and I turned it around (instructions are for using in the top hole). Some get the Whiteline 16mm kit and that would have to go in the upper hole.
Basically, I could now take my old 14mm lower bolt and put it in the top hole and have even more camber adjustment. I doubt it's necessary, but it's possible.
