Tearful hoons filled the Roads and Maritime Services' inspection station in Botany on Sunday night after police hauled in 23 illegally modified and defective vehicles found cruising the streets of La Perouse, Matraville and Botany.

Eastern beaches police Inspector Leonard James said tears were the "usual reaction" of many of the hoons picked up around drag racing hot spots such as "The Loop" at La Perouse or the boat ramp at Foreshore Rd in Botany.

The Daily Telegraph watched even the toughest guys crumble as police handed out fines and defect orders during the five-hour operation Kilowatt 3, led by Insp James.

Philip Fernandez, from Hillsdale, was driving his 1997 Nissan 200SX to Monterey just before 8pm when police stopped him. They made him follow them to the Lord St RMS station where he received two $99 fines and given five days to fix eight defects - enough to bring tears to his eyes.

"The cop looked at the twin exhaust straight away. I was shocked that I was pulled over," he said. "I already got the brakes fixed. They said the windows are too dark, the tyres are too big and hitting the mud guards. I'm pretty upset. It's going to cost a lot of money to fix, could be up to $3000."
The 26-year-old was one of 30 motorists whose cars were "defected" on Sunday night.
Police also confiscated four vehicles with major defects, issued 88 traffic infringement notices, and charged seven people with driving offences.
The fines ranged from $99 for general defects such as irregular-sized tyres and up to $298 and three demerit points for major faults such as frayed seat belts and wobbly seats.
Elias "Louis" Abi-Mehri, 23, from Merrylands, was heading to La Perouse to show off the 1969 Mazda rotary he bought a month ago when police pulled him over.
The car was "yellow labelled" for major defects.
"It's a very rare car and I've always wanted it. I probably should have stayed home tonight," he said.
"It'll cost me a couple of thousand in repairs and infringements.
"I like to go down and hang at La Perouse. A lot of people go down there to compare cars. It's a big car scene, like The Fast and the Furious."
Insp James said the hoon problems were not exclusive to La Perouse.
"It's in south Penrith, Bankstown, Wollongong," he said. "They stand around, put the music up, do burnouts. You can see the wheel marks all along here. We get a lot of noise complaints from locals.
"Every time we come out and do one of these operations, we help someone whose life is impacted by it."
