But it's not just the mainstream idle dip issue, which I haven't really had happen much or at all - that being, the rpm's dip when idling, on it's own, randomly.

The issue outlined above is that the idle dips slightly upon giving the car some gas. Apply throttle --> RPM dips initially --> RPM then picks up as normal. I've noticed mine only seems to do this when the engine isn't fully warmed up. After it's fully warm I can't replicate.

After re-reading my post I should have more clear.. Sorry. Yes I meant to describe what you just did. I was in the parking garage, and tapped the gas slightly. The rpm's dipped a little bit then went up. I have no idle issue whatsoever. Car was more or less warm.

Update on my case:
Dealer called me today after of 3 days of them working on my car they told me the scion tech guy came in today and yesterday from Kansas to reflash my ecu they put in 15-20 miles for test drive ive driven it for 25 miles now and the cars feel like it was when i first bought it the only difference ive seen was the steering, it felt like its more heavier or stiffer for i dont know what reason and how it happened after the ecu reflash but car runs better now on the positive side transmission feels solid (had transmission problem) and the throttle respons a bit more responsive the engine sounds a little bit louder than before. Then scion case manager called me after that i told them about the steering they asked me if i test drove the car with the tech guys which i didnt do but for now i just want to have fun with this car even if the steering is somewhat heavier feel to it im tired of going to dealership back and forth for faults. Btw no compensation was given.

Not necessarily. If he had the same issue as I did, then it's the VVT sensor/cam gear issue failing to retard or advance the timing properly to adjust spark. Definitely not normal and I'd send the car back immediately.
