Help identifying metal piece in headliner
 

There was some rattling in my headliner so I removed a part of the headliner and found this metal piece.

It was not connected to anything. Just found it lying on top of the headliner. Does anyone know what this is? Should I be concerned that this came loose?

Looks like an in-plant made Kanban cart part hanger of some sort ... maybe.
Someone didn't miss it and stop the production line.

Suppose you could attach it to your tow hook in place of a subway strap. JDM.
