PDR access point for rear quarter panel?

I'm trying to sync up with a potential PDR technician on where he should gain access to the following two dings:

In most cases, the access point would be through the nearby wheel well by removing the wheel and underside liner. However, when I look at the skeletal structure of the FR-S (linked below), it seems that the well is completely surrounded by a metal arch. So does that mean holes need to be drilled into that arch to gain access?

I think if you remove the inside rear interior on that side you will have access to it. It is not hard at all to remove...Google
