Does anyone know if i can fit a 2019 trd front bumper in my 2013 scion frs?

Yes, biggest thing is you need the proper headlight brackets or else it won't sit flush with the headlights and different headlight/foglight wiring will be required since the FRS was the only variant with separate turn signals from the headlights while BRZ/86 got them integrated.
