Aftermarket headlight not working
 

I have some aftermarket headlights I got second hand, and one day the passenger side housing stopped working. I noticed when turning the lights on (with the car off), the driver side light is buzzing, but passenger side is quiet, while still not turning on. I bought a new ballast, (my friend recommended that), then some new bulbs, and the issue remains. Anyone else dealt with this? Any ideas on how to fix?

probably time to check that it's getting power with a volt meter.
