High pressure fuel pump, pipe installation issues

I guess when i assembled my motor a few months ago i didnt put a gasket on the banjo bolt on the HPFP. It leaks now so now Im trying to install that gasket and the gasket keeps on breaking when tightened. The service manual states 23 ft-lbs but the gasket starts to bend wayy before that. I have a few of these gaskets because of this.

What im asking is, is this normal or okay? Or is there a way im not thinking of bolting this down properly without damaging the gasket?

Is it just a double crush washer?

I think so? I just left it. I got frustrated. I put on a new one and it still broke. Whatever its torqued down.
