For the cost to do PDR, you're better off getting sideskirts to cover that up (more cost effective)

absolutely fixable. some dent pulling work and some paint, it ought to be fine. though i am curious what happened, and if whatever you ran up on damaged the underside of that frame rail more than what your pictures show.

but it's structural. talk to your insurance, lately, it seems they're less interested in fixing structural damage as they can't guarantee the repair as well.
