I just picked mine up yesterday and they didn't drill any holes, and I'm in a state that requires front plates. The dealership just told me I could come back and get them installed if I want them front/center.

Not every state requires front plate so they come to the US without pre made holes and are added for those that need them.

Countries that require front plate come with front bumpers that are molded with the holes in them, they are not drilled, but yes they come from the factory with holes.

My Canadian (BC, where we require a front plate) FR-S was drilled at the factory.

Mine has no holes, the dealer is technically required to drill the plates in here in WA but you can get around it by putting your own plate on once the dealer gives it to you. (We have dealers do taxes title and licensing out here.) That plate is going in my front window, screw drilling into it.

One of the owners of a Subaru dealership down here in Florida just got his FR-S delivered from Connecticut. It had a front grill bracket, not drilled, just clipped on.

Going in your front window will still net you a ticket, trust me, I've been there.

Also, when/if you get in an accident, having a sharp piece of metal flying around waiting to decapitate someone is never good.

You win this thread sir, also, I told my friend about this and he suggested the thing that holds the racing world together, Zip-ties!

Yes, the dealership service department drills the holes. I was lucky because my dealer told the service guys not to put front plates on any FRS. They leave it up to the owner. My bracket came in the trunk.

My dealer just gives you the brackets and tells you that if you want them installed, to let them know.

Shouldn't be...they are drilled by the dealers during PDI.

Its possible the dealer was telling a white lie. Either way, they only drilled the grill, not a painted surface, so I don't mind at all.
