What is it really? It's not just a spoiler cause the winglets have air going underneath them. It's not a wing by that definition. Is it just a boundary layer control device that doesn't fall in any specific category? Maybe we should call it a Wang.

It's a short spoiler with frilly bits that probably don't do a lot aerodynamically. But you can refer to it as your short wang with frilly bits if you want. ;)

It is a spoiler. It doesn't have a cambered wing profile. It doesn't matter if there is air going beneath it. All it's doing is spoiling the air to help flow stay attached.

My grandma calls those 'wasters' because it's close in literal definition to 'spoiler', and has no actual effect.
