I'd question what kind of backwater shop you're taking this to with only a $45 labor rate in CA? Most of the ones up here are over a $100 an hour. If you want to save some money go on car-part.com and look for used parts. My recommendation find one that has some parts and call them and ask for a front cut and get it all at once.

Shop labor rate and body shop labor rate aren’t the same. $45 an hour is on the low side, but not unexpected.
Our automotive shop rate in a not huge town in Oregon is $160/hr, plenty of shops in California pushing (or over?) $200/hr.
We make a killing doing light body work, nothing that involves paint or real body work. Swap on a bumper and grill for 4 hours and you’re having a good morning.
