Pulley wobble and squeak
 

I had noticed a soft fluttering noise coming from my engine about a year ago. I showed it to a shop, and they didn't seem to think it was an issue. Fast forward to now, it hasn't been an issue but I think the fluttering has gotten louder, and there is a slight squeak now. I looked under the hood and noticed that one of the pulleys on the engine is wobbling. It can be seen at the bottom of this video:

Is this normal? If not, how can it be fixed? Thanks.

Yeah my tensioner is throbbing like a steam train after a track session.
