Why would the octane level have anything to do with quality? The higher numbers do not reflect the quality of the fuel and 89 can be just as good as 94 as far as quality goes it just has less knock resistance. There is no real difference in the "quality" between the two countries if you stick to the top tier stations.

Yeah I know that the octane rating isn't indicative of quality, but pretty much all of the local tuners here have sworn by US92 (or costco92?) as getting more horsepower out of the same tune and less knock than our 94. I'm just going by the local consensus here. This isn't just for the 86 platform, but for the local subaru group as well. The ranking seems to go US92, Chev94, Shell91. 94 is the only ethanol free fuel you can get here, everything else is "up to 10% ethanol".
Some people suspect that since 94 isn't a very popular purchase here outside of enthusiasts that many of the stations will have it sitting in their tanks for a long time and the fuel has degraded and has excessive condensation buildup. Some go as far as picking specific stations that they know have a high turnover rate.
Whether or not these claims have merit, I'm not 100% sure myself as I am not in the tuning business nor has my car been tuned. I think OP should still discuss with a local tuner, tell him exactly which fuel and setup he plans to run regularly and tailor that tune to suit their needs best.

Sign a waiver and they will pump directly into your car. No idea on pricing as I have never purchased there myself, but I bet it isn't cheap.
