It's because of the Mustang goobers. Someone with a '60s Mustang shows up at a meet with an aggressive cam in a big V8 with the mixture leaned out so it lopes heavily at idle, and everyone turns to see what's rolling in. Owners of more recent Mustangs who bought them to impress other people in the Walmart parking lot on Saturday night are envious because their machines don't turn heads like that. So somebody came up with the idea of creating a "ghost cam" tune that would make it sound sort of like an older cammed engine through the magic of inefficient tuning.
Now the disease is spreading to other cars. I doubt most of the ricers trying to do this even know what it is they're trying to mimic. They just hear about the "ghost cam" in the Mustang that makes it skip and stumble and say, "Derrr, I wanna make my car sound like a Mustang with three plugs fouled out too!" It's just poser bandwagon nonsense that doesn't impress anybody except other posers.
