Does this include licensing?
 
Will this include everything I need to put a tune on my car or will I also need to buy licensing?

you will def still need a license. but unless they have changed things, this is for cataloging and changing settings on your tune. you can flash a tune with it tho if you have a dongle from the other wired kit.

a tuner would b able to give you more details on the specifics
