As nice as this entire place is there are very few areas where there arent many people. What some people have done is the Alameda Naval Base for some cool urban shots.

If you are willing to drive all the way out to Livermore theres plenty of open roads

Fremont...goes West. Dumbarton and surrounding industrial areas west of 880 has some flat, large walls, and truck ramps. Vacant on the weekends.

SJ...Alviso. I'm not familiar with anything else south of Alviso/237 West.

Hayward...go up Hayward Hills, Five Canyons. There's a park and residential streets where you can use the bay as the backdrop.

Treasure Island. You can catch the city or bay as a backdrop. Hard to beat that.

Alviso has some great urban decay backdrops. There was some good industrial ones too but construction has changed that a little closer to 237. But the further north/east of 237 you drive on 1st street you can explore around for some good spots +1 for the location. Empty on the weekend.

Lots of spots around Treasure Island for urban shots and city backdrop.
