will these new V4 tunes benefit my 2013 Scion FRS AT? or are these new tunes only for the 2017+ models? I have the (v2.076) stage 2 tune installed now.

It's for all USDM cars, ranging from 2012 till 2017

I’d be interested in knowing as well. I’d also like to know what exactly was changed. I downloaded the files and read the change notes and I recall something about reducing the ignition advance timing from 1 to 0.7?

Which file are you using (Stg1/2/2+/E85)? The Stage 1 has 10 changed tables:
2x MAF Correction After Start (Cold Start Adjust)
5x Idle Speed Changes (Cold Start Adjust)
Target Throttle Plate Angle (Only changed above 6400)
Ignition Timing Post Start (Cold Start Adjust)
P0700 Code is disabled

The Stage 2 has, in addition:
Open Loop Fueling (Richer at high load low RPM, Leaner at high load high RPM)
LTFT Limits (Reduced to +/-2%)
Base Timing B (Less Timing at high load high RPM)
Knock Correction Advance (More Timing at high load high RPM)
Timing Comps Per Cylinder A & B (Now all 0)
FBKC Range (Enabled now set above 3k RPM)
Intake and Exhaust AVCS Changes

The manual is pretty much the same as the above.

has any 2017 AT owners used OTS v3.0? v4 does not support 2017 AT model as of now, i've heard v3.0 beta works on this model. can anyone confirm this before i try it? afterall its a beta.

I'm running V3s. They aight. Make sure it matches your code.

Anyone else having issues with the v4 tune? I'm seeing some erratic idle after hot start on my 2013 MT car.

Also, is the advance multiplier supposed to reset to 0.7 every time you start the car?

I'm running the Stg 2+ tune with catless UEL and good quality 93 octane fuel...
