Code P2102 after blown fuse on battery terminal

Hello guys idk what's up with my car I'm getting a CEL with the code P2102 "Throttle actuator motor circuit low" but idk why. I was putting on my coils and I dropped wrench on the posits battery terminal and blew the one of fuses in the fuse link and I replaced it and now I finally am able to turn my car on and it hits me with this CEL and my car won't go over 2K RPMs and I'm able to drive it but it feels sluggish and won't pass like 20MPH. Obviously I want to take it to the dealer but I don't there's anything wrong with the car or the ECU. I read this happens after the battery is disconnected and it resets the ECU but it's been like a week already anybody have an idea of what could be going on or point me in the right direction to see if anything is not plugged in properly or help me identify another blown fuse if that's the case?
