AC compressor pulley not spinning when dis-engaged?
 
So I just noticed the other day that what appears to be the AC compressor pulley doesn't spin sometimes, seems to be when the compressor isn't engaged. I'm just curious if this is normal operation or should it always be spinning?

In case I'm confused and it's not the AC compressor pulley, I've circled the pulley in question in this picture:

It is called a clutch pulley and will only spin fully when engaged. Sometimes the belt will just touch it and it will spin but not be doing anything.

Thanks Tcoat. Everything seemed to be operating normally so I wondered if it was normal operation but just wasn't sure and thought I should check.

It is actually a clutch pulley not an idler. I typed faster than my brain functioned.
