Funny "stain" on the timing chain cover

So lately I've been getting phantom burning scents as talked about in the following threads.

But this thread is more about the mark on the cover I found than a burning smell (I'm investigating that on my own).
When looking around the engine bay I found the stain on the timing chain cover circled in the attached picture. As far as I could tell, that ledge on the cover is NOT a seam, it's cast like that.

I THINK it's shavings from the belt since it's right below the alternator. It looks as if oil was seeping straight out of the cover but that's unlikely.
Just want to know if anyone else has had this?

I've since cleaned it to keep better track of it if it comes back.

Oil fill tube looks a little moist on top.

I just checked it and the picture makes it looks worse than it really is but good catch. I'll be cleaning it and keeping an eye on it.
