i wanted to see if anyone knew where i can make the little slit for the tow cover so i can have the tow strap come out of the slit

You can make it in your basement or garage. I'd imagine a razor blade or dremel could get the job done.

wouldnt it mess up the paint around the area im cutting?

put painters tape over it, go slow and careful. Expect a small amount of collatoral. I would use touch up paint after the fact.

Alternatively you could have a body shop do it, but I'd expect to pay $100 for them to do it, and frankly I doubt they'd do much better of a job.

Take your time, cut careful, warm the paint first so it cuts instead of cracks, and touch up paint the edges, (or use some trim lock maybe!) to protect them.

Order a new one and cut into that, they are pretty cheap.
