Is the catted front pipe 2.5in at bth flanges, with an extra adapter at one end to make it 3" to 2.5"? (Or is one flange 3" and unchangeable)

Catted front pipe is 2.5 flanges at each end. The header is 3" outlet. The 3 to 2.5 adapter goes between header and overpipe.
