I'm guessing that the spacers are through hole and not bolt on?

They are bolt on, but I don't trust that setup. That's why I bought the extended lugs.

Yeah you swap your garnishes out for these. There's double sided tape at the rear that holds them to the fender. you'll need to replace this, and the old piece is on there for you to replicate with 3m tape.
