Are there any CARB approved headers available for the twins as of 2016?

You would think, given that there are now multiple turbo and sc kits that are carb approved.... but so far I am unaware of any headers with the carb number

Yes.... Stock.

The problem is that there's a catalytic converter in the header...

The only problem with those kits is that they are approved with the stock header. That's what is in the fine print.

Many people with legal FI kits swap out their headers and claim that it's 100% street legal, which is about as far from the truth as you can get.

The updated 2017 factory headers will be CARB approved :P

As hard as it is to believe, it may not be approved... it may pass all visual inspection and tailpipe, but usually these parts are certified for the model year and not (blanket) for the engine type.

No one cares for these details and smog stations/police aren't going to care as long as it looks stock, but the technical and compliance details should be brought up.

I'm pretty sure it's the works turbo which is wonky as it keeps the stock header. I didn't research it but I know it doesn't require a header swap.

If you look closely at the kit, the only component replaced in the exhaust is the overpipe.

The exhaust layout is:

stock header > Works turbo exhaust inlet pipe > Works turbo exhaust outlet pipe > stock front pipe

That's how they are able to get CARB approval, because no part of the stock config w/ catalytic converters is changed.

Supercharger kits are easy to certify as they do not touch exhaust side.

Holy crap! First I've looked at the kit and you're absolutely right! Talk about a roundabout way of boosting... (eww)

It's also one reason why I don't like half the supercharger kit mods list put forth by folks out there.

Street legal intake side kit... and you add on a header without a cat and attempt to say it's street legal.

It is what it is but there's very few turbo kits on the market that actually keep the cat before the overpipe. Works keeps the stock one, Blitz offers a downpipe option w/ a cat.
