I can't see how. You're not modifying the vehicle. You're getting an insurance discount for having a vehicle equipped with DRLs. Once you disable them in the software, your vehicle is still equipped with DRLs. You're just not using them.
My insurer provides a discount for having a car alarm installed. They won't deny coverage if my alarm isn't turned on.
My insurer's discount for DRLs is 1%. They might as well just put on the website, "We know these don't actually do anything, but here's $5 for trying."

Must be a Canada thing. It's not illegal in the US to turn off DRLs, unless maybe the People's Republik of Kalifornia has made it so for its subjects.
And even if it were illegal, some cars come with DRLs, while others do not. Cops don't sit around and memorize which ones are supposed to have DRLs. They won't have any idea you have disabled them.
And even if they did, it wouldn't be a "disabling saftey device" ticket. It would be a fix-it ticket. You would just go back in with Techstream, turn them back on and demonstrate to any sworn law enforcement officer that they work. The cop signs the ticket, you mail it to the clerk of court and the ticket is dismissed without you paying anything.
Then you turn the fuckers right back off and LOL.
