i would use a small adjustable plier and clamp on the "clip" to hold steady, and then use a socket wrench to unscrew the bolt off.

That's a bit of a problem, I think the only temporary fix is using permatex marine rtv adhesive silicone and putting it back, quite honestly not even having that bolt there won't really cause any issues.

Thanks guys, at this point I don't even need to take the bolt off anymore because it's already disconnected aka ripped so the bumper should come off after the pins come off. It's still really firm so I don't think it makes a difference if there is a bolt there or not. How do I thank you guys haha
