i would use a small adjustable plier and clamp on the "clip" to hold steady, and then use a socket wrench to unscrew the bolt off.

Thanks guys, at this point I don't even need to take the bolt off anymore because it's already disconnected aka ripped so the bumper should come off after the pins come off. It's still really firm so I don't think it makes a difference if there is a bolt there or not. How do I thank you guys haha
