No they do not need a relay. The only reason i had to purchase one was because i installed both headlights and tails. Since they were both LED i got hyperblink. But no if it is just tails you do not need a relay.

Is the plastic piece of the grille on the bumper dirty or scratched?

It is black. I left a link with pictures for all items.

It is just some dirt. Car needed to be cleaned but didnt have the time before taded. It just has regular street wear from pebbles or dirt but none really noticeable.
