He can even though it is against the rules to pay for an item with a gift. I am not sure why OP doesn't try and dispute it unless he is wealthy enough to not notice 2300 AND doesn't mind losing that 2300 to a scum bag.

Since OP paid with a credit card, he should definitely file a claim since credit card companies usually have good customer service and will back you. Shoot, I'll file the dispute on his behalf for the 2300 dollars lol

OP, you need to file a dispute with your bank/card company.

Didnt know you can go deeper with paypal CS, on the phone with them now.

Glad to see paypal honoring the severity of the issue. Hope to see your situation righted soon enough. If this guy really is in the military, they don't take shit like this lightly (unless his chain of command is full of shit). Had some guys get pretty severe punishments for something along the lines of this issue (actual loss of rank for one of them).
