Because this would be considered a "cutout" and if push came to shove, it's still illegal under 27151 which blanket covers 27150. If the sound was the same then no one cares, but it will be louder than stock and thus the cutout part applies.

At that point you are not modifying the cat back you are completely removing it. I'm no expert in California emissions laws but I'm fairly certain they will not let you run a straight pipe from the cats back and it pass inspection.

The cool thing about CA is that unlike other states, there's no safety inspection.
Smog inspections only deal with tailpipe emissions and a visual smog check, nothing else. You can run whatever exhaust you want as long as it meets the 95db test limit as stated in the vehicle code.
Many other states don't even have a specific sound limit, so enforcement varies wildly and entirely based on discretion of law enforcement.
