You want it the other way around. You want more front camber than rear. Camber bolts are usually preferred first before camber plates. LCA's are a must to keep camber in spec in the rear.

^^ It all depends on his goals...

Sorry for my dumb questions

Your question isn't dumb, it needs to be worded better. I still am unclear as to what you define as "as low as possible" and what constitutes "scraping everything".

If you lower this car, due to the way the bumper overhangs the front you will encounter some scraping no matter what. You can make it over speedbumps but that will depend on the softness of your suspension.

But you should clarify the question above first...

I want to go low enough so there is zero wheel gap

Then you will not make it over speed bumps. You can't have your cake and eat it too...

My car with ~1" lowered already has difficulty going in/out of some parking lots and structures.

Zero wheel gap = slammed = all sorts of clearance issue for you.

Based on your descriptions you will be removing camber to get your alignment back to a reasonable street alignment. Lowering induces more negative camber. Sounds like you want to go atleast 1.5 - 2.0 inches lower than stock.

For the rear you will almost certainly need Lower control arms (since you want it on the floor).

For the front, it depends. If you go with coilovers that have camber tops you probably won't need any more adjustment. If you go with lowering springs then at a minimum you will need crash bolts for the front.

How much clearance issues will happen with that low of a drop

There are tons of threads showing ride heights, and what wheels fit different suspension setups...

i havent seen anyone ask nor did he originally mention so i will ask... what is your price point or max to spend on your suspension? that will have a lot to do with what you are trying to achieve; better to probably get everything youll need at once. if money is no object then bag it and be done with it =]

I mean money has some what to do with it but I'm getting my tax return so I would really like to keep it under 1500 but I don't want cheap garbage

If your budget is $1500 total, then you're going to have to go cheap.

Budget LCA's are around $400, good ones are closer to $600+. That leaves you with $900-$1100 for the coilovers, rear toe links(you'll need them lowering it that much), install and alignment.

To have zero wheel gap is dropping it a lot, and it's going to ride way worse than stock regardless of what coilovers you get. Without correcting the roll center it's also going to handle worse than stock. All things to keep in mind before buying anything.

Hoping camber bolts will fix this front camber!! This is with the Eibach Pro Kit.
