It's a longer exposure shot, it's showing all the changes in lighting across a certain time period, which gives it that look. You're probably seeing multiple headlight reflections of cars passing by, plus other changes in light in the surrounding environments. I voted for #3.

Totally agreed, well explanation. Personally, I think that one shot probably took about 40 sec to finish, needs a tripod or some really "stiff hands". |
