Sure you can add a name but I think other than rendering a link to the person's original comment, it's a static forum element:

Even just doing this doesn't add a link, it's just a static quote with a name affixed to it.

You quote back to the original message by putting the message id in the opening tag (replace | with [ and ]

But yeah, other than rendering the link to the comment I don't think there's any other functionality for it, so it's "static" in that quotes are just another chunk of text in a post, not a blockable element dependent on user settings if that makes sense.
