Some will say yes, there is one ideal setting...but in reality there is some grey area for driver preference, application, and the rest of the car's set-up.
If you can find the Penske shock manual through Google it has a good rough guide on how to adjust the knobs and set-up dampers. The short version is to start soft and work your way up. Takes some time and sometimes a finely tuned butt dyno, especially with a 2 way.
