I can not take pictures and show them (and still work there) but found some official company released ones online that are exactly the same as my plants:
Two assembly plants:

Was it becoming an issue in Canada for your government to pass a law banning pet beaver? Or there was not much going on the political front in Canada that lead to the development of beaver focused policies.

Not really sure what led to the policy. Beaver abuse? Improper care and control of people's beavers? Beaver related environmental issues?

That could be it. You need to have enough wood to fill the beavers or the get angry and start snapping. Once that starts happening then even stroking them with your hand will not sooth them.
