It won't fit without 3-4++ camber all around and/or 225/40 tires or smaller. The offset for 9.5 is 35-38 up to 40(may need 2-3mm spacer up front)

For the most part, yes, it will lesson the rasp. Cherry Bombs have been around for decades, my neighbor has used them on his Camaro and it sounded decent. I haven't seen anyone using them on here...
