I don't think spraying water will help find a vacuum leak. You need a fluid that goes boom when ignited. That way if it gets sucked into the engine you will hear a change in engine idle.

I'd just toss them. They're cheap. Consider that whatever you remove from the rotors will be the starting point for the pots in your calipers.

They're at their most stable when fully retracted....
