You might be best buying a new hood from Subaru and having a local shop paint it. They suck to ship, and prices at junkyards weren't any better than new last time i looked.

Mine look the same. But seriously, get some spares from Rock Auto and just keep them with you. Any crack reaching the edge of the rotor is cause for immediate replacement.

Other way around

He either has to add 42 lbm of ballast, or disable the ABS. Running without ABS gives you one point back on classing, the same as adding 42 lbm of ballast.
