The set up is not flow limited. Its easy to flow a ton of air with no restriction. Put a restrictor at the outlet... say an engine lol.... and then moving the same air starts to take exponentially...

Based on dyno plots, I computed best shift points for a mildly modded FRS for every gear, and you are somewhat correct that for the wider gears, a shift at 7900 to 8000 would be ideal.
