I see what you're talking about. You were talking about adjusting the ride height. You are looking for that spanner wrench that lets you adjust height I'm assuming. You can probably get replacement ones from Megan or buy one online or in store. Also, something is up with your coilovers thats for sure. It seems that @swarb is right about what happened. I'm pretty someone else with better knowledge can help you with the issue of the damper adjustements.

But as far as ride height goes:

I.E. https://www.amazon.com/Aldan-America...0VMJTCMBYJBWEE

Spanner wrench size:

Make sure you read this:

http://www.meganracing.com/tech/?id=75

Or take it a competent shop that knows what they're doing. The clunking sound may be inherent design of the coilovers themselves. I would suggest if you do not know how adjust the ride height I would get a shop to help you out and have them do a once over on the installation to make sure everything is torqued properly.

Make sure you also get an alignment done as well.

I have the spanner wrenches I was the one who adjusted it but it seems that on the right front side of the car the coilover won't go any lower I tried to bring it down then the coil gets loose and I could spin it I have a feeling that it has something to do with the top hat bolt. If you see in the picture I showed of the top hats one of the bolts thread is sticking out. And that's the one that I can't lower any further. My theory could be wrong but is it possible that the top hat was put wrong? On that side? The thread shouldn't be showing maybe with more thread showing it takes away some ride height?

The driver side needs to be tightened more or your missing something on the passenger side that lets you screw it in more. They should look the same on both sides. With the weight of the car on the coils, can you screw the top bolt more?
If it doesn't go in anymore, either the coil shaft is spinning while you are trying or it might be cross threaded.

There not the same length please help. Right now it's not clunking at each bump but when I turn hard it clunks a little low tone

After a quick search, it seems that the passenger side might be threading in too much.

Top hat nut is a totally different problem, your theory is wrong.
You're adjusting the height wrong. Read the instructions. Or just youtube "how to adjust coilovers".

As @swarb said, there are two separate issues (adjustment and top nut tightness).

Let's start from the beginning. With the coilovers off the car, assemble the coilovers similar to this:

Install the camber plates and top hats using a torque wrench and strap wrench (if you're careful, you can use vice grips or channel locks and a towel). The target torque for our top hats is 40 ft-lbs. If you can't get it torqued with the right tools, it's time to inspect the parts for damage.

It should have a few threads popping out, like this:

Now, adjust the pre-load to keep the spring captive:

Tighten the upper jam nut:

To adjust ride height, loosen the lower jam nut and spin down the lower bracket:

Grimmspeed did a excellent DIY for installation:

One side note, make sure your parking brake is disengaged during the install. It prevents the rear suspension from going back together properly.
