Really they just don't like RWD in states where it snows in general. There were plenty of people in PA, including myself, getting by with snow tires or all seasons on FWD vehicles just fine. As soon as you get into a RWD platform, you're into snow tires being a requirement, carrying sand bags and a shovel in the trunk, and so on.
