Old radial engines went through an evolutionary phase exactly like that. Crankshaft was the fixed point. The cylinders and prop rotated.

It was a teaching moment in aviation history.

Considering the Wankel engine was originally of German origin, we could ask someone at VW named Hans Jerkov to design Tcoat's Jerkel motor.
