Yes it can, I've gotten a ticket for a modified exhaust and was explicitly told that it wasn't too loud, just modified.

No cats opens up a whole new set of laws both Federal and State. Depending on where you are a ticket for noise could be the least of your worries if you get caught with no cats.

sort of off topic but what aftermarket exhaust do you guys think looks the most OEM?

Not including anything that can come pre installed from a dealership (aka TRD like exhausts)

My Perrin 2.5 resonated catback looks extremely OEM, if your not pretty familiar with these cars and stock exhaust changes over the years you would totally assume the car left the factory with that exahust.

Perrin probably. I also wonder how hard it would be to install JDM/MY15+ tips on an aftermarket exhaust. I have always liked the looks of them and more stock look may be better.

Look more stock to who? The.00000002% of the public or police that have any clue what our stock exhaust(s) looks like? Who would you think you are going to fool? You could probably try to claim almost any exhaust is stock and nobody but a very minute group would know from looking at it. Hell, I am not convinced I could pick a stock exhaust out of a line up.

I agrees to an extent. But most cops would write you up for something stock thinking it's not around here even. But things like an N1 or other big canister exhausts are a pretty good giveaway, giant 5" tips, or a single exit and there is a whole in the bumper where the other tip was lol
