The basic idea is you pull timing to get fuel into the header either when off throttle (rally) or during your launch rpm (launch control). And yes the explosion in the exhaust will spool the turbo to build boost when not under load. In our case it would just shoot fireballs out your exhaust.

I just eat Mexican food for the same effect. Come to think of it, the people who witness it find it just as annoying.
