The thing underneath the exhaust is called the rear diffuser. I bought mine from Advan-Emotion. They sell a brand new one for $75.

Yes, There are a couple of taping screws that hold it in as well as some 3M tape.

You're looking in the wrong place. Try their thread on this forum, where I got mine for the same price mentioned in this thread. I took off my rear bumper to do because I wanted to do it exactly right, but from I read, you can do it without that.
