Progressive. But the turn signals ate not part of it. The brake signal goes power dist, fuse, separate relay, to tails. I put my stock ones in and no more blown fuses. Its an issue with the tail light itself.

It may be the relay, I left the flasher that I got from Diode Dynamics with no issue's.

The buddy club relay is in now with my stock tails and the fuse doesn't blow. I'm going to call buddy club tomorrow.

Update: I've been speaking with Albert at Buddy Club and he has been quite helpful. I am going to try another relay and see if that helps. Albert has been very responsive in calling me and with emails. I am very pleased with their customer service.

I'd recommend trying a different relay. I installed the Buddy Club relay with my tail lights, and although I didn't have any blown fuses, I did notice that with that relay, the left turn signal would continue to flash for about 2 or 3 more cycles after I already turned it off. The right turn signal didn't have this problem though. Not sure if mine was going to blow any fuses because I only kept the relay installed for about 2 hours before I switched to the Diode Dynamics relay because all my HID and LEDs had just come in at the same time as well. I only changed it to the DD relay because the left turn signal flashing for a bit more after being turned off was really bugging my OCD, and I've had no issues since then.

Although, I noticed condensation in my Buddy Club tails last week. Anyone else notice this?

Got mine on the day they released and so far haven't had any problems EXCEPT just like @kALMIGHTY said, the left turn signal does a couple more flashes after it's off
No condensation problem though
Maybe I'll just grab myself a different relay

Almost copped a set of these, but it sounds like they still have a few bugs to work out. Shame, they look mad sweet.

I presume the issues are there regardless of USDM or JDM spec?
