The PDFs are from TEIN but I'm not sure who the data in the image is from. I haven't compared the two so I don't know how well the two datasets correlate. Which would be interesting to know if both datasets are from high quality machines.

The shocks definitely changed. Suspension over all is much more compliant and better damped, plus a thicker rear ARB. Hence the curiosity about the specific kouki dampers.

FRS, BRZ, and 86 base model shocks are the same given the same model year, they did change over the years

Per the 2017 changes PDF, the standard (i.e. non-Sachs) dampers have been changed in the following ways:
- Optimized friction of front struts and rear dampers
- Changed damping force of front struts and rear dampers
- Changed structure of front struts and rear dampers

For front/rear shock internals:
- Changed rod guide bushing
- Changed damping force
- Changed piston

The stocks are already a little digressive, I wonder how/if they played with how it digresses.

That's a very interesting PDF. PDF you're referring to clearly states that the ARBhas changed size. I can see why they wouldn't make a new PN for the revised shocks but they would have to for a different rear ARB. According to the subaru parts catalog the ARBs are the same PN across all years though.

Front: 20101
Rear: 20451

I wonder if the toyota started using brz shocks...

No, even Subaru has different part numbers for the shocks from 2016 to 2017.

FL 2016: 20310CA130
https://parts.subaru.com/p/Subaru_20...0310CA130.html

FL 2017: 20310CA170
https://parts.subaru.com/p/Subaru_20...0310CA170.html

Rear ARB 2016: 20451CA010
https://parts.subaru.com/p/Subaru_20...0451CA010.html

Rear ARB 2017: 20451FG002
https://parts.subaru.com/p/Subaru_20...0451FG002.html

The numbers you posted are call out numbers in an assembly drawing, they're not the actual part numbers. The call outs are the same for all years because in terms of BOM/P there are no extra parts in that assembly. The parts department can do nothing with those numbers.
