I'd recommend using the UNI Filter cleaner. It comes with instructions, and it comes with the cleaner and oil, to make is super easy.

I have used the UNI filter cleaner set to clean and oil the perrin CAI on my car a couple times now and I'm very pleased with it!

I can't find the UNI cleaning kit posted above in the UK

Would something like this be suitable?

That should be OK, since it's made for foam filters.
